The previous hole from a couple of years ago was next to where my bike is standing.

Water outlet. The stick is about 6 ft. long.
There are two water passages falling towards the stream. Presumably the second one created after the first became blocked.

The series of pictures is descriptive enough for a report to the council, even though there is no present danger.
I doubt this will be cured before a culvert is added to the path.
