Strictly speaking the Velodrome is actually "The Multi Sports Arena" and the construction work is now complete, with the building having been officially handed over to Derby City Council.
Originally the facility was to have been opened on 2nd January 2015, but is now due in "early 2015".
Staff have been appointed to run the facility and there is talk of sponsorship, as with Derby County's iPro Stadium.
Information has now been published regarding charges for use of the various facilities, and these are detailed in the first issue of the Arena Newsletter published today.

I think you will find that the first original opening date was October 2014.I had planned a ride there on my 70th birthday in November. I rode the Manchester track for my 60th.
The original comments, that charges would be similar to Manchester, seem to be mistaken. For a taster session, Manchester includes the bike hire whereas Derby is charging over £5 extra. Hope they can sort this out.
